About the Position:
The College of Engineering and Computer Science (ECS) is committed to educating engineers and computer scientists who will graduate with state-of-the art knowledge in their chosen field and are ready to embark on careers in industry and government, or proceed to acquire advanced degrees in their own or related fields. We are seeking an exceptional individual to join our team as the Budget and Financial Analyst (Administrative Analyst/Specialist-Exempt II). The Budget and Financial Analyst is responsible for providing budgetary/financial and administrative/operational support to the College of Engineering and Computer Science (ECS). This position reports to the Academic Resource Manager and is responsible for assisting the Academic Resource Manager with the development and use of the annual budget. Advises on fiscal matters for the college, including independently initiating action, researching, and resolving outstanding items. Ensures all areas within the college are in budgetary, expenditure, and reimbursement compliance limits set for each operating area. Assists in developing and implementing policies and procedures to enhance department operations in reference to financial resources. Collaborates with Academic Resource Manager, Department Chairs, college staff, and contacts outside of the college to ensure compliance with all financial procedures and requirements and assist in developing practices consistent with University, College, CSU, and State requirements. Conducts detailed analysis and provides regular and timely financial reports and updates to the Academic Resource Manager and all units in the college in support of administrative logistics and academic operations. Assists and advises college administrators and Department Chairs in decision-making and strategic planning. Represents the college as the primary contact for all college financial matters. Maintains operational expense and budget records, including, but not limited to, ASC Foundation grants, CSFPF Scholarships, Endowment, and trust accounts. Designs, develops, and administers an internal database that compiles faculty release and buyout time for grant and intercampus administrative activities. Coordinates projects and leads work in the areas of infrastructure improvement. Coordinates and oversees duties between different department personnel to ensure the completion of project-related activities. Completes and manages procurement processes for college-wide and departmental-related purchases. Other duties as assigned.


Essential Qualifications:
Bachelors degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus four years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in the research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems, address them proactively, and develop appropriate recommendations leading to solutions. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction. Proficiency in Microsoft Excel, Word, PowerPoint, Access, and Outlook. Ability to communicate clearly and effectively both orally and in writing. Ability to establish and maintain effective and cooperative working relationships with others.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Masters degree from an accredited college or university. Knowledge of principles and practices of governmental budgeting and accounting. General knowledge of the laws relating to financial administration of State government funding. Familiarity with the generally accepted accounting principles (GAAP). Creativity and resourcefulness to investigate, recommend, and implement solutions in solving complex problems-ability to interpret and evaluate existing policies and implement necessary changes. Independently researches, analyzes financial data, problem-solves, and makes decisions. Flexibility to function effectively under critical deadlines, interruptions, and a continuously changing work environment. Thorough knowledge of college or academic operations unit procedures and policies.
