About the Position:

The Division of Administration and Finance serves as the backbone of the CSUF campus, managing a wide array of operations from maintaining and enhancing university buildings and grounds to providing important business support services and access to campus. Most importantly, the division is responsible for ensuring the health, safety and security of our campus community. We are seeking an exceptional individual to join our team as the Emergency Manager (Administrator II). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the general direction of the Director of Environmental Health and Safety (EHS) or designee, the Emergency Manager is a consummate professional, responsible for the management, implementation, development, assessment and continuous improvement of a comprehensive emergency management program involving the most complex and hazardous emergency situations that could potentially affect the campus. Must be an established expert in their field who will seek continuous improvement of the campus business continuity plans, operation of the campus Emergency Operations Center (EOC), and emergency preparedness, response and recovery planning and training. Plays a significant role in ensuring campus safety by providing campus level planning, training, and emergency management coordination, implementation, and having to interact and direct administrators during any disruptions/emergency situation. Embodies a personality that will blend well with and support the collaborative, engaging, and diversity, equity and inclusion-driven campus culture, and must enjoy and thrive with both the formal and informal interactions among the multi-faceted campus community members. Embraces openness and transparency, and is comfortable in public dialogue, both formal and informal. Other duties as assigned.


Essential Qualifications:
Bachelor's degree from an accredited college or university in Emergency Management, Business Administration, Public Administration, or related field. Five years of progressively responsible work experience in emergency management demonstrating a comprehensive knowledge of emergency management procedures, practices and regulations, including response planning and development, development of comprehensive response protocols, planning emergency drills, and grant submission/management; or an equivalent combination of education and experience.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Master's degree in Emergency Management, Business Administration, Public Administration, or related field. Emergency Manager (CEM) certification through the International Association of Emergency Managers. Work experience in an academic setting, ideally a university of similar complexity and size is highly desirable.

In the event of a campus emergency, may be required to work on campus for extended periods of time, including nighttime and overnight hours. Occasional overnight travel is expected of this position. Will be required to be accessible 24/7, including evenings and weekends. Call back is a strong possibility 24/7 given the critical nature of the position. Must be willing to respond to mutual aid requests at any of the other 22 CSU campuses or from other emergency management entities. Required to walk on campus, walk on paved, unpaved, uneven paths, roads, walkways, upstairs, ladders, reach, enter small spaces, kneel, squat, in areas such as offices, academic classrooms, laboratories, industrial areas, athletic fields, housing structures, parking structures, and retail food facilities; enter and monitor dusty, noisy, hot and cold areas or areas purported to contain unknown odors, smells, and/or chemicals.

Work in construction sites, laboratories, the Universitys hazardous waste facility, and other campus work locations where chemical and physical hazards are present, including other extremely hazardous, radioactive, and biohazardous materials. Contact with these materials will require using appropriate personal protective equipment.

May require attendance at trainings, conferences, and meetings out of the area and away from the campus for several days.
