Position Summary

Full-time position available on or after April 15, 2021 in Financial Services.

Under minimal supervision of the University Accounting Manager, this position applies principles of accounting to analyze financial information, interprets new and existing federal and state regulations and tax laws; performs complex professional and technical accounting functions for the University and its related entities; reconciles accounting records, meets required deadlines, creates financial reports to meet operational needs; provides consultative services to supervisors in resolving accounting problems and other financial duties as listed. Reviews the work of other Accountants and Accounting Technicians in their preparation of selected journal entries, work papers and Accounts Payable entries. Provides guidance in Accounts Payable related tax issues and prepares tax returns including but not limited to sales & use tax returns, Form 1099 and 1099-NEC, non-resident withholding and unrelated business income tax reporting. Communicates frequently with campus users, vendors, and the Procurement department to ensure compliance with Accounts Payable policies and procedures. Provides guidance and training of Accounts Payable topics to individuals and groups on campus. Prepares reconciliations, accruals, journal entries and processes state claims as required. Serves as a high-level individual contributor providing expertise and/or lead work direction to other professional and/or technical staff, and provides input into the employee performance evaluation process. Additionally, the Accounts Payable lead will be responsible for identifying areas of opportunity to increase efficiencies and improve business processes.

Job Duties
Duties include but are not limited to:
  • Provide lead work direction to other accountants and accounting technicians regarding accounts payable and tax-related issues.
  • Review the work of other accountants and accounting technicians in their preparation of selected journal entries, work papers and accounts payable entries.
  • Review and post accounts payable invoice batches, verifying accuracy of data entry and monitoring expenditure compliance with procurement, hospitality, travel, delegation of authority and funding rules and procedures.
  • Provide input into the employee performance evaluation process.
  • Prepare tax returns and reports including sales and use tax returns, federal and state withholding taxes, and Forms 1099.
  • Review new supplier record forms and set-up in PeopleSoft.
  • Provide technical advice to campus administrators, other accountants, and accounting technicians on accounts payable related tax issues.
  • Work with new employees and vendors to gather information and determine non-resident alien tax status, and enter data into the Thompson Reuters international tax software.
  • Analyze general ledger accounts and reconcile to subsidiary ledgers and external data. Propose adjusting journal entries or corrections as necessary.
  • Identify problem areas and reach out to educate the campus on procedures as needed.
  • Prepare and reconcile State of California claims packages, adhering to the technical requirements for accurately supported and timely submissions.
  • Provide expertise and training to accounts payable users on relevant policies and procedures including hospitality, travel, and funding rules.
  • Create training presentations and present to individuals and small groups. Maintain the campus accounts payable website.
  • Work collaboratively with the procurement department to improve processes, and update accounts payable policies and procedures as needed.
  • Serve as back-up to travel lead, assisting campus users with Concur travel and expense software training and issues.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.
    Experience: Equivalent to five years of professional level accounting experience.

    Preferred Qualifications

  • Bachelor's degree in business related field with accounting course work of 15 units.
  • Two years experience working in or reviewing the work of an accounts payable department.
  • One year of experience leading and reviewing the work of other accounting and/or clerical employees.
  • Experience in preparing account reconciliations of sub-ledger activity to the general ledger highly preferred.
  • Experience preparing or reviewing tax returns to include Sales and Use Tax, 1099 Forms, UBIT, Form 1042, Form 592.
  • Experience with international tax or non-resident alien tax issues.
  • Experience/working knowledge of governmental and/or non-profit accounting, fund accounting or similarly complex accounting structures, to include familiarity with related laws, rules and regulations.
  • Experience with PeopleSoft, query, and databases or similar software systems.
  • Experience with Accounts Payable Employee Travel Reimbursements and Concur software.
  • Experience with purchase card transactions (P-Cards).
  • Experience in training others, preparing training presentations and presenting training to small groups.

    Required Qualifications

  • Extensive knowledge of Generally Accepted Accounting Principles (GAAP).
  • Extensive knowledge of office methods and procedures.
  • Extensive knowledge of statistical and mathematical presentation of data.
  • Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.
  • General knowledge of governmental accounting and internal control methods and related laws, rules, and regulations.
  • Working knowledge of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements.
  • Ability to prepare complex financial statements and reports.
  • Ability to communicate effectively with others inside and outside the unit, including conveying complex and technical professional accounting information to non-accountants.
  • Ability to interpret and follow instructions and policy guidelines.
  • Ability to analyze financial and statistical data and draw conclusions.
  • Ability to apply accounting principles to the analysis of complex accounting problems.
  • Ability to analyze and interpret accounting data.
  • Ability to prepare clear, accurate financial statements and reports.
  • Ability to utilize problem-solving techniques in finding solutions to complex accounting problems.
  • Ability to understand, interpret, and apply applicable laws, rules, regulations, policies, and principles.

    Salary Range
    $4,899 - $9,454 per month plus excellent paid benefits. (Anticipated salary will be $4,899 - $5,819 per month, depending on the qualifications of the successful finalist.)
