Overview
Responsible for visionary and dynamic leadership of the College's marketing, promotion, market and data research (including predictive analysis), graphics and illustrative design, and public relations functions. This Executive-level position is the Chief Marketing & Communications Officer and will provide leadership in promoting the College as a local, state, and national leader in higher education. Responsible for all aspects of internal/external marketing and communication, including photography, advertising, publications, social networking, graphic design, and internal/external commmunication. Provides leadership to the Print Center to ensure cost efficient design/print/mail processing and hardware/software technologies to optimize the services in the marketing and print center areas, and to provide support to all areas of the college.

Responsibilities
1 Leads the development and implementation of an integrated strategic marketing & communications plan for the college with a goal of promoting and strengthening the visibility, stature and reputation of the college and actively positioning the college with its key constituents and critical audiences leveraging college promotional opportunities and ensuring transparency and update to internal constituents.
2 Actively engages with external broadcast, print, and other media outlets to promote and broaden recognition of the college including advertising college programs, initiatives, events, and the accomplishments of its faculty, staff and students.
3 Assists with identifying and researching ideas for feature stories, short news pieces and profiles; pitches stories to local, state, and national news media.
4 Provides strategic direction for the use of web-based communications and technologies in support of college events, and programs. Continually evaluates such technologies and communications initiatives to determine and implement improvements that will allow resources to be maximized and leveraged to reach all constituencies of the College.
5 Acts as a strategic consultant for the web-presence of the college's divisions, departments, and programs-informing them about the college's best practices for website branding and information architecture.
6 Responsible for managing content on blackhawk.edu and intranet.
7 Provides guidance on search engine optimization and web analytics, working closely with the college's information technology team.
8 Develops and oversees college's social media strategy, supervising content and coordinating timing of posts to Facebook, Twitter, LinkedIn, and other sites, as appropriate.
9 Works with internal and external constituents (1) to develop a consistent brand identity for the college and (2) to educate, inform and engage, faculty, staff, students, prospective students, alumni, and friends of the college, and local communities.
10 Collaborates with academic leadership, faculty, and appropriate staff to plan and coordinate marketing initiatives.
11 Serves as the College's primary media relations representative and provides the official college responses on various college-wide activities.
12 Assists with providing official district responses on various college-wide activities.
13 Assists with planning and executing special college events and publicity.
14 Develops and manages budgets for marketing initiatives.
15 Negotiates and oversees specifications and contracts with vendors, including graphic designers, photographers, and printers.
16 Partners with the college's enrollment management team on the creation and maintenance of student recruitment materials.
17 Ensures tracking of information and trends to measure effectiveness of various marketing approaches in meeting enrollment targets.
18 Serves as the Blackhawk representative for the Wisconsin Technical College Marketing Consortium.
19 Acts as the Public Information Officer for Blackhawk in event of an emergency.
20 Serves as a key member of the College Emergency Operations Committee.

Qualifications
Knowledge, Skills & Abilities:
1 Strong ability to work collaboratively across all areas of the college.
2 Demonstrated technological abilities including Adobe software products, Microsoft Office, Publisher, Web-based and effective use of various technologies to market programs and services of the college.

Education & Experience:
1 Bachelor's Degree in marketing, community relations or related field. Master's Degree preferred.
2 Four (4) years of diverse experience in marketing, public relations, or management experience directly related to duties of position.
3 Previous supervisor/leadership experience in an educational setting desired.
4 Experience in crisis communications preferred.
