The International Arctic Research Center (IARC) at the University of Alaska Fairbanks (UAF) is seeking a new Executive Officer (EO). IARC is recognized internationally as a center of excellence and innovation for transdisciplinary research on the Arctic and rapid change. The EO is responsible for the financial and contractual compliance of all IARC fiscal operations with federal, state, and university regulations. The EO will represent the center, advise the IARC Director as a member of the Executive Team, and communicate and coordinate with other units across UAF. The EO is also responsible for the overall administrative activities of IARC and provides supervision, including day-to-day guidance, of the administrative staff. Duties:

15-Act as the Director's sounding board and confidante, providing the Director with options and courses of action and possible consequences. Advice provided by the EO must be sound and frank and based on facts, historical perspective, precedent, and a common-sense approach. -Work cooperatively with managers and staff of UAF colleges, schools, and departments that have IARC jointly appointed faculty to coordinate accurate annual contracts, recruitments, resignations, and retirements. Accountable to foreign agencies for negotiating, implementation, and oversight of foreign contracts. -Provide problem solving and conflict resolution to faculty and staff as needed in their pursuit and support of research activities.Essential 15Advise the IARC Director as a member of the executive team that manages the center and sets overall goals, budget, and strategic planning for the center. The Executive Officer (EO) informs the Director of all potential and actual problems and issues arising from center activities and implements courses of action for resolving problems and reaching goals. The EO acts as a liaison between the faculty, staff, and the Director to maintain overall cohesion and effective management within the center. Participate in the broader management and budget meetings chaired by the Director that reviews the status of program development, the budget, recruitments, space and safety issues, internal and public information and event planning.Essential 15Coordinate teamwork to ensure effective and efficient administration of research support throughout the center to include all IARC administered facilities, centers, programs, cooperative agreements, networks, research cores, field stations, and research support commitments to programs at other universities, institutes, and state and federal agencies.Essential 15Manage overall center administrative activities. Supervise and coordinate research support among the IARC fiscal managers, facility/laboratory operations manager, purchasing technician, and the human resources coordinator. Provide day to day guidance and direction, assign and review their work, and chair administrative staff meetings.Essential 20Ensure the financial and contractual compliance of all IARC fiscal operations with federal, state and university regulations. Oversee the preparation of the annual operating budget to include budgeting of non-restricted and restricted funds for costs associated with the IARC share of joint faculty contracts, operations, and research support. This includes support of the IARC, Scenarios Network for Alaska & Arctic Planning (SNAP), Alaska Center for Climate Assessment & Policy (ACCAP), Alaska Fire Science Consortium (AFSC), Alaska Climate Adaptation Science Center (AK CASC), Cooperative Institute for Climate, Ocean, and Ecosystem Studies (CICOES), all research departments housed within IARC''s structure.Essential 20-Interact and communicate with UA/UAF administrators, external contacts, and consult with other administrative team members to represent the center, advise the director in or making decisions when the director is unavailable. Participates in UAF-wide strategic planning sessions and administrative meetings regarding research administration, and seek out innovative ways of providing effective and efficient support for research and center administration through university and national professional training opportunities. Communication and coordination with other UAF centers and colleges and through consultation with directors and faculty. -Director signature authority for all administrative, personnel, and financial documents of the center. Authority to commit the center to major expenditures and/or obligations, and attends university-wide meetings on behalf of the director to represent the center in the director's absence. Meet as needed with the director and the fiscal manager to review the status of the center budget and contribute to decisions in setting priority expenditures within the unrestricted budget allocationEssential Knowledge, Skills, Abilities:
-High level leadership, managerial, and supervisory experience. Demonstrated experience in public administration and promotion of university or corporate best practices.
-Demonstrated success in strategic short and long-range planning processes.
-Demonstrated ability to work well under pressure, meet deadlines, and handle stress successfully.
-Strong written and oral communications skills.
-Sound judgment and effective mediation, negotiation, and conflict resolution skills. Demonstrated knowledge of the management of academic institutions and their political structures, budget and policy development.
-The ability to develop a thorough understanding of the mission, goals, and operations of the center.
-Interest in basic and applied research, Arctic science, and faculty development and graduate student research.
-Ability to grasp and capitalize on the functions and duties of faculty and staff in support of the center mission and the role of the center in the university system and national and international scientific communities.
-Ability to represent and advance the interests of the IARC in the absence of the Director.
-Ability to analyze complex problems and provide solutions, assess the gravity of situations and issues and recommend solutions.
-Ability to understand and effectively communicate financial data to different audiences.
-Experience with, or the ability to gain advanced knowledge of, university fund accounting and cost procedures and private, federal, state and university policy & regulations, federal OMB Circulars and CFRs, Cost Accounting Standards, Federal Acquisition Regulations, GAAP, UA Disclosure Statement, and other regulatory issues related to restricted fund accounting, federal and non-federal sponsored program regulations, negotiated current and projected indirect cost, staff benefit rate agreement and basic premises, and electronic research administration.

Ability to create and implement effective strategic plans. Ability to identify, organize, plan and allocate resources. Evidence of experience in budget development and management. Demonstrated knowledge and dedication to working cooperatively with diverse groups to include faculty, staff and administrative teams.

Preferred knowledge, skills or abilities:
At least 5 years of professional experience in accounting, contracts, personnel, and general office operations, procurement, A/R, A/P, payroll, travel, recruitment procedures and university or equivalent policy and accounting regulations.

Required Experience: At least 5 years of relevant and progressive management experience. Required Education or Training:
Master's degree in accounting, business administration, or relevant and equivalent combination of training and experience. Shows experience in working in a university/academic setting, indication of and understanding of administration of grants, awards, proposals, fiscal compliance and other complex situations.
Salary Information:
This is a full-time, 12-month, exempt executive staff position complete with both a competitive salary (DOE) and full employee benefits package.New hires will be placed on the UA staff salary schedule, Grade 83, based on education and experience.
