Job Description

The ANR Business Operations Center provides comprehensive business, fiscal and payroll services to 80 programmatic and administrative service units in ANR. The 20 staff members are grouped into business partner teams supporting specific clientele units. The BOC manages operational budgets (state and federal funds} as well as extramural funds including contract, grant, endowment, gift, and income funds totaling approximately $85 million. The BOC reports to the ANR Associate Vice President - Business Operations.

Leads a 20-member ANR Business Operations Center organization providing high quality comprehensive business, fiscal, and payroll services supporting 80 programmatic and administrative units distributed throughout California. Manages and executes full suite of business operations with a strong, integrated customer service focus. BOC business partner teams provide a variety of business and financial services support to identified clientele groups including UCCE county offices, ANR Statewide Program units, ANR REC units, and ANR administrative service units. Director establishes BOC objectives and work plans and coordinates assignments with Associate Director, Payroll Manager, and Financial Services Supervisors. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional operations and processes. Active role in developing, modifying, and executing policies and procedures that affect immediate operations and may also have organization-wide effects. Serves as a key member of the Associate Vice President-Business Operations Administrative Services Leadership Team, and advises the AVP on issues relating to compliance, operational business processes and budgetary management. Actively participates on the ANR Administrative Review Council (and other administrative workgroups) with administrative service directors to coordinate services and provide input into ANR administrative initiatives, policies, and procedures. Collaborates with ANR senior leaders and administrative unit directors to deliver strong well-coordinated operational support services and high quality customer service to clientele units.

This position is a career appointment that is 100% fixed.

Key Responsibilities:

30%
Provides leadership, direction and expertise to the BOC unit's Business Services, projects and decentralized financial activities. Coordinates with Associate Director, Payroll Manager, and Financial Services Supervisors to ensure delivery of high quality customer service, subject matter expertise, and consistent service between teams. Collaborates extensively with other ANR administrative service unit directors/managers to coordinate services and processes, including Resource Planning & Management, Human Resources (Staff & Academic), Financial Services, Controller's Office, Contracts & Grants, IT Services, and Risk Management to achieve operational goals. Provides leadership to all BOC teams regarding service delivery, policy compliance, subject matter expertise, and ongoing process improvement activities. Coordinate and lead training activities regarding financial functions to program unit business managers and county office managers regarding specific business functions including UC and ANR policy.

Serves as member of ANR Associate Vice President-Business Operations' leadership team. Advises senior management on matters concerning a variety of business operations and functional areas on behalf of the BOC and/or clientele groups. Collaborates extensively with other ANR administrative service directors to coordinate services in support of programmatic units and to provide seamless service delivery for processes that intersect across Administrative service units. Actively participates in the ANR Associate Vice President –Business Operations' Administrative Review Council to develop, analyze and make recommendations on new ANR initiatives, policies or procedures. Serves on a variety of ANR administrative workgroups developing new or revising existing policies and procedures, and preparing for and implementing new business service systems to support ANR.

Oversees analysis and policy development for business operations issues and processes. Makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, payroll and space planning) that have department-wide and ANR-wide impact in collaboration with appropriate administrators. Consults with subject matter experts in the Controller's Office, Financial Services, Resource Planning & Management and with UC Davis Finance & Business Unit partners regarding the use of their online Business systems.

10%
Develops, recommends, and implements policies and procedures for financial management and recording. Coordinates with BOC team leaders to ensure consistent application of UC and ANR policies and procedures. Develops, modifies, and executes appropriate internal controls to protect University resources ensures the accuracy of financial data and reporting by the BOC. Meets all UC, ANR, and government reporting requirements for related financial activities.

10%
Designs and implements expectations and training for delivery of high quality customer service by BOC staff to clientele units. Works with BOC team leaders to implement customer service strategies and expectations with BOC staff. Actively monitors delivery of consistently high levels of customer service. Addresses any concerns/input from clientele promptly and effectively to resolves issues. Collaborates with administrative service unit colleagues to ensure smooth coordination and customer service for functions that cross units (e.g., BOC & HR, BOC & RPM, BOC& C&G).

15%
Provides direct support for county-based Cooperative Extension (UCCE) administrative and budgetary functions. Coordinates budgetary functions for UCCE Advisor and staff CES positions on behalf of Vice Provost/CE's and Associate Vice President-Programs' budgets including hiring actions, separations, merit & promotion actions, salary programs, etc. Initiates budgetary actions in consultation with RPM. Initiates funding allocations as directed by Vice Provost and Assoc VP for start-up funds, program support funds, 4-H staff positions, etc. Works closely with Academic HR to coordinate budget actions and systems access for new Advisors and changes in County Director appointments and salary programs. Participates in County Director meetings/calls and provides specific BOC updates regarding subjects affect county-based UCCE operations. Serves as a resource and advocate (business partner) for County Directors throughout the state to navigate UC & ANR policies, systems, and services from BOC.

Full responsibility for staffing, budgets, costs, productivity and human resource Management activities pertaining to department staff members.

Special Conditions of Employment

Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required.

Employment is contingent upon successfully clearing the FBI/DOJ background check both from the Department of Justice and the FBI, prior to the first day of UC Employment.

Requirements
Bachelor's degree in business administration or related field, and/or equivalent experience / training.
Extensive leadership, business administration and organizational management experience and skills to successfully manage a large business operations center.
Skills to analyze complex information or issues in an objective manner and drive logical conclusions to provide a sound basis for selecting appropriate courses of action or to resolve conflicts.
Demonstrated supervisory and team building skills to effectively recruit, hire, mentor, coach, monitor performance and address issues, and build an effective service-oriented team. Motivate and support a diverse workforce supporting equity and inclusion.
Ability to evaluate processes to establish and maintain strong internal control elements and appropriate accountability structures.
Excellent interpersonal skills, political acumen and ability to work effectively across the organization at all levels. Effective verbal and written communication skills to interact with all levels of the organization - administrators, academics, and staff.
Skills include sophisticated customer service orientation, strong management skills, leadership skills, sound judgment and decision-making, critical thinking, creative problem solving, and effective verbal and written communication skills.
Knowledge and experience with budget and financial planning and analysis. Experience with extramural funds including contract and grants, gift and income funds.
Thorough knowledge of finance, accounting, business and systems operations and regulatory compliance requirements.
Skills, knowledge and experience with principles and practices of business management to ethically and effectively manage a complex business operation supporting academic programs.

Preferred Skills
Advanced degree in business administration or related field, and/or equivalent experience / training.
