The Financial Aid Department at Long Beach City College is seeking an experienced Financial Aid Systems Manager with a strong background in financial aid operations and PeopleSoft systems processing. In this role, you will oversee the setup, maintenance, and improvement of financial aid systems to ensure accurate processing and regulatory compliance. You will work closely with Information Technology Services and Financial Aid leadership on system updates, testing, and reporting, and serve as a key resource for maintaining data integrity and efficient workflows. This position plays an important role in supporting reliable, well-functioning financial aid systems.
The successful candidate will need to:
- Demonstrate strong knowledge of management and supervision practices, including classified human resources policies, procedures, and labor contract provisions.
- Apply comprehensive knowledge of federal, state, and local financial aid regulations and requirements, including Title IV, grants, Title V, FERPA, Education Code, and loan programs.
- Understand and manage federal financial aid reporting processes and systems, including Gainful Employment, FISAP, Program Participation Agreements, and related submissions and corrections.
- Utilize enterprise ERP/SIS concepts, integrations, and data flows to support financial aid processing, reconciliation, and reporting.
- Apply change and release management principles, including system configuration, testing methodologies (fit/gap, UAT, test scripts), and audit documentation practices.
- Supervise, train, and coordinate staff supporting the student information system, financial aid systems, and related third-party applications.
- Interpret and ensure compliance with complex regulatory requirements while organizing and prioritizing multiple projects and deadlines using sound judgment.
- Analyze operations and implement process improvements to strengthen compliance, data quality, and service outcomes.
- Communicate clearly and professionally, develop documentation and training materials, collaborate effectively with diverse stakeholders, and represent the District with internal and external partners while working a flexible schedule as needed.

Duties
GENERAL PURPOSE
Under the direction of an assigned administrator, plans and coordinates financial aid systems and reporting to support accurate, timely, and compliant processing for a high-volume operation. Provides lead technical direction for the financial aid information systems environment, implements system enhancements in response to evolving state and federal requirements, and collaborates with District Information Technology Services on updates, releases, incidents, security, and integrations. Supervises assigned technical staff within the Financial Aid Department and provides highly responsible and complex professional assistance to the Director, Financial Aid in areas of expertise. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Manager, Financial Aid Systems assists in overseeing and participating in major functions of the Financial Aid Department and provides professional-level support to the Director in managing information technology systems for financial aid processing, including the District's student information system, related third-party applications, and required state and federal systems. The position plans, tests, and implements system and process changes to meet regulatory requirements and prepares scheduled and ad hoc reports for operational monitoring, compliance, and audits. The role leads the design, operation, and maintenance of tools supporting departmental activities, assists with short- and long-term planning, development, and administration of departmental policies, procedures, and services, and directs day-to-day activities to support accurate and timely processing, delivery, reconciliation, and reporting of student aid.

Qualifications
Education, Training and Experience:Bachelor's degree from an accredited institution in information systems, accounting, finance, business administration, or a closely related field and five (5) years of increasingly responsible experience in financial aid operations or systems administration in an ERP/SIS environment, including business process review, design, or modification, with two (2) of those years serving in a lead or supervisory role; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
