Position Summary
Full-time position available on or after October 15, 2023 in University Budget Services.

Under general supervision, the Budget Analyst is responsible for training campus
personnel in effective budgeting, data collection and analysis, and related topics. The
incumbent is also responsible for year-round budget monitoring, review, position control maintenance, and processing budget and payroll transfers.

Job Duties
Duties include but are not limited to:
  • Prepares budget transfer journal entries and payroll transfers as required.
  • Supports the preparation and allocation of the comprehensive annual operating budget programs, assisting in ensuring the financial integrity of the campus is maintained.
  • Administers the budgetary portion of campus-wide Labor Cost Distribution (LCD) program for positions within the context of financial and budgetary policies, practices and expert knowledge of data flow.
  • Reviews and assigns position numbers in PeopleSoft Human Resources, to ensure posting of payroll in the approved and appropriate chart fields.
  • Routinely performs problem-solving and advising to ensure correct posting in PeopleSoft Finance, working with Payroll, Human Resources, IT, Division Management & Analysts, and campus departments.
  • Assists in identifying and documenting unanticipated LCD problems, and recommends changes in practice within the context of position funding, coding, and outcomes.
  • Processes the monthly LCD posting to the general ledger.
  • Assists with reconciling LCD positions with budget submissions to support campus position control.
  • Maintains position management files in Excel and budgeting software.
  • Analyzes budgetary data and financial information; prepares reports to illustrate findings.
  • Supports or develops budgetary information through analysis and forecasting within complex financial environment and within context of policies, practices and expert knowledge of data flow and budgetary requirements.
  • Assist in reviewing and analyzing student fees, self-support funds and trust funds.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience which provides the required knowledge and abilities.
    Experience: Two years of progressively responsible professional experience in analyzing data including one year involving duties such as preparation, justification and analysis or the control and administration of a budget or budgetary process.

    Preferred Qualifications

  • Degree from a four-year college or university in Public or Business Administration.
  • Expertise in Excel and with data query tools such as Hyperion or similar products.
  • Demonstrated experience in information retrieval and data presentation an reporting.
  • Experience with PeopleSoft Financials and Human Resources OR similar large complex software application. Implementation experience.
  • CSU or higher education budgetary or financial experience.
  • Campus-wide or company-wide budgetary program analysis, planning or administration.
  • General knowledge of the purpose, functions, and fiscal organization of the CSU campuses; principles of position control and budgetary alignment.
  • Ability to perform analyses and present information in clear, concise reports.
  • Assume responsibility and initiative to prioritize emerging issues and handle concurrent multiple tasking.
  • Prior experience working with representatives handling potentially sensitive situations and confidential information.

    Knowledge, Skills, Abilities

  • General knowledge of financial, budgetary and accounting principles and practices.
  • Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management and cash-flow management.
  • Working knowledge of research techniques and statistical principles and procedures.
  • Advanced proficiency with current word processing and spreadsheet software program, web browsers, query tools, integrated financial systems and/or other types of records management systems.
  • Familiarity with the principles of position control and budgetary alignment.
  • Ability to define problem areas, collect data, perform preliminary analyses and make appropriate recommendations.
  • Ability to write clear and concise analytical comments.

    Salary Range
    Anticipated salary will be $4,100 - $5,309 per month plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist. (Full [Classification Name here] range: $4,100 - $7,912 per month)
