Position Summary
Full-time position under the Management Personnel Plan (MPP) available on or after April 15, 2021 in Financial Services.

Under the general direction of the AVP, Financial & Support Services, the Director of Procurement & Contract Services serves as the Chief Procurement Officer (CPO) and contracting officer for the university and its auxiliaries. This position oversees and directs the university's procurement functions and works independently with minimal direction to determine and develop solutions. The Director supervises and coordinates staff and provides oversight and review for all purchasing, bidding, contract negotiations, and contract preparation while ensuring compliance with university policy and external regulations. The Director provides service to departments to ensure timely purchasing and delivery of items; coordinates bidding and selection for major commodities, service, and project contracts, explores new sourcing opportunities in order to provide the best value and alternatives for the university and its auxiliaries; develops strategic purchasing programs; and manages vendor relations. The Director has a wide variety of duties requiring judgement, initiative, independence, and the ability to handle confidential information with discretion. The position is required to have direct contact with and respond to questions from the university President, vice presidents, associate/assistant vice presidents, deans, department heads, other senior campus officials, and Chancellor's Office personnel. The Director, Procurement & Contract Services supervises buyer and student assistant positions.

Job Duties
Duties include but are not limited to:
  • Chief procurement and contracting officer in support of the University and its auxiliaries.
  • Develop, interpret and apply policies, guidelines, and procedures. Ensure compliance with all standards and regulations of the CSU and State of California. Minimize risk exposure to campus and its auxiliary organizations.
  • Establish and maintain effective working relationships with campus departments and set the appropriate fiduciary, ethical and professional tone. Communicate with budget/accounting teams to ensure availability of funds prior to contracting.
  • Procure materials, supplies, and services through various bidding procedures, including public works using various state/public funding.
  • Manage the development of procurement-related projects and monitors processes to ensure successful campus-wide implementation.
  • Ensure fair and reasonable pricing in contracts and procurement. Responsible for source selection and fair and equitable treatment of suppliers and potential suppliers.
  • Perform or review internal audits as required by departmental procedures. Work with external auditors to address concerns, prepare responses, resolve issues, and correct internal procedures as needed.
  • Stay apprised of, understand and communicate information regarding policies and procedures and ensure compliance with CSU Policy, SAM, CO CS&P, DGS, executive orders, and campus policies and procedures.
  • Represent University as the Chief Procurement Officer - attend and participate in regular meetings with other CSU campus procurement officers in the Chief Procurement Officers Association (CPOA).
  • Work with staff, faculty and administrators to develop, review, and revise departmental policies and procedures.
  • Exercise delegated purchasing/contract authority to obtain goods and services to fulfill the university's mission.
  • Provide leadership in developing and implementing new purchasing initiatives including electronic commerce, online purchasing, strategic purchasing, and supplier management programs on campus as well as system-wide.
  • Provide contractual expertise to campus community by developing, reviewing, administering and managing contracts, MOU's and community service learning agreements for the university and its auxiliary organizations.
  • Communicate with the Chancellor's Office and legal counsel on procurement and contractual issues.
  • Serve as the campus Disabled Veteran Business Enterprises (DVBE) and Small Business Enterprise (SBE) advocate.
  • Develop and present procurement- and contract-related training to campus and its auxiliaries.
  • Oversight of CSU Accessible Technology Initiative (ATI) for procurement, including training staff and campus departments, tracking compliance for purchases, ensuring cloud services compliance by vendors via the Higher Education Cloud Vendor Assessment Tool (HECVAT) in coordination with the Office of Information Technology (OIT), and input on annual report submission to Chancellor's Office.
  • Oversight of Purchase Recycled Products (RCP) for procurement, including training staff on requirements, establishing process and tracking compliance to meet Chancellor's Office policy, and submission of annual report to Chancellor's Office.
  • Oversight of the implementation and testing of new systems, upgrades, and interfaces for procurement- and contract-related IT systems, including coordination with the Chancellor's Office for system-wide technology, assuring functional and performance needs of staff and campus community are supported.
  • Provide day-to-day supervision of staff. Hire, train, supervise, and evaluate personnel.
  • Determine long-range university procurement needs.
  • Oversite of campus-wide office supplies account and Procurement Card program.
  • Serve as a member of the Financial & Support Services management team. Attend and participate in divisional and departmental meetings.
  • Serve on the campus committees as appropriate.
  • Prepare and distribute required annual reports; e.g. recycled products, DVBE and SBE to the CO and DGS.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Bachelor's degree in business, accounting, supply management, procurement & contract administration, finance or closely related field.
    Experience: Minimum of seven years of recent progressively responsible practical experience, of which three years must have involved direct responsibility for managing a wide variety of complex contracts and procurements and the management of procurement department staff.

    Preferred Qualifications

  • Detailed knowledge of the CSU Policy, State Accounting Manual.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Strong background in public contracting language desired.
  • Certified Professional in Supply Management (CPSM) or Certified Public Procurement Officer (CPPO) designation.
  • Experience with eProcurement and Procure-to-Pay processes.

    Required Qualifications

  • Demonstrated knowledge of integrated ERP system such as PeopleSoft or equivalent.
  • Demonstrated knowledge of purchasing and accounting practices and terminology.
  • Demonstrated knowledge of contract management principles, practices, methods and procedures.
  • Demonstrated ability to interpret and apply federal, state, and local laws associated with various types of contracts and liability processes.
  • Knowledge of DVBE, small business, recycled goals and associated reporting procedures.
  • Ability to apply strategic thinking & creative problem-solving skills.
  • Demonstrated ability to communicate effectively and to build positive relationships with all levels of a diverse organization.
  • Demonstrated ability to work effectively and establish and maintain cooperative working relationships with a diverse population of faculty, staff, and others.
  • Possess customer service and negotiation skills to enhance the value of procurement.
  • Demonstrated ability to independently lead and direct the day-to-day operations of a Procurement & Contract Services administration department.
  • Detailed knowledge of State regulatory and administrative documents, California Code of Regulations, Public Contract Code.
  • Knowledge and background with Procurement Card standards and applicability.
  • Strong background in strategic procurement.
  • Strong leadership skills with a strong background in transformational leadership that inspires innovation.
