Position Summary
Full-time position under the Management Peronnel Plan (MPP) available on or after April 15, 2021 in Financial Services.

Financial Services is responsible for the accurate and timely processing and reporting of all the University's financial transactions and records for its state and local funds, federal grants, contracts and financial aid funds, state and non-state construction projects, and donor gifts, pledges, devices and donations. Financial Services also provides transactional processing, accounting, cash management and financial reporting services for its auxiliary 501(c) (3) corporations.

This position includes significant responsibility for ensuring that department activities and records complies with California State University (CSU), State, NCAA and Federal financial aid and grant accounting requirements under Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Generally Accepted Accounting Principles (GAAP) standards.

Under general supervision of the AVP, Financial & Support Services, the primary purpose of this position is to perform effective, service-oriented post award grant management within an academic environment while simultaneously complying with federal, state, system and campus regulatory and budgetary policy. The Post-Award Grant Manager performs leadership and managerial duties collaborating with external agencies and internal academic and administrative offices such as Pre Award Office, academic faculty, deans and the Provost Office. Position responsibilities are executed with independence, innovation, specialized knowledge and accuracy; are highly visible to external agencies; are significant for achieving academic goals; and have serious fiscal impact on institutional quality

Job Duties
Duties include but are not limited to:
  • Serve as the prime administrative contact for post-award grant administration with oversight for accounting, compliance, and customer service.
  • Provide financial administration and analysis on expenditures totaling over $6.5 million annually on an award portfolio with an aggregate total of approximately $23 million.
  • Manage post-award personnel activities for direct reports with regard to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
  • Supervise grant and contract accountants, accounting technician, and support staff in all aspects of management/employee relations. Develop and maintain staffing and performance metrics; monitor and adjust work schedules and assignments to ensure deadlines are met and productivity and efficiency levels remain high. Encourage professional development and inspire performance through goal-setting, monitoring achievements, and recognizing outcomes.
  • Monitor the project work plan activities, as outlined in the contract guidelines, throughout the grant lifecycle to achieve the specific grant project goals and objectives. Analyze assigned grant and contract regulations and budgets to determine specific guidelines pertaining to the award.
  • Perform general ledger review and budget analysis and provide suggested solutions to project problems.
  • Review and monitor expenditures, travel requests, recruitment requests, consultant contracts, including non-resident alien, and all other expenses on assigned grants and contracts to ensure compliance with federal OMB Uniform Guidance, State Contracting Manual, Acquisition regulations, IRS regulations, Generally Accepted Accounting Principles, scope of work, and budget.
  • Oversee the generation of financial records to deliver on-time and accurate financial reports, both externally to granting agencies and internally for management. Assist in the generation and dissemination of reports including agency online post-award grant/contract reports.
  • Troubleshoot, field and respond to questions and emails from all grant stakeholders, including sponsor agencies, grant and campus personnel, and the Chancellor's Office.
  • Ensure grant-related reports are completed and expenditures reviewed in compliance with grant contracts. Monitor termination dates and provide feedback to project directors/principal investigators, agency representatives, and other departments regarding grant status and availability of funds. Submit requests for budget adjustments, cost-share redistribution, and no-cost extensions to sponsor agencies.
  • Working with the principal investigator, monitor activities of subrecipients to ensure that funds are being used for authorized purposes, are in compliance with federal statutes, regulations, and the terms and conditions of the sub-award. Monitor subrecipient's audited financial reports and perform risk assessments annually.
  • Initiate and monitor close-out procedures for ending projects. Analyze general ledger relative to grants and contracts to ensure all transaction line items have a zero balance in preparation for closing.
  • Develop systems and oversee a central repository of grant/contract files in accordance with agency and CSU retention requirements.
  • Serve as coordinator, representative, and advisor between faculty, administration, and staff in delivering cohesive grant management processes while actively cultivating relationships to further the University mission of increasing grants and contracts funding.
  • Collaborate with pre-award grant staff, Financial & Support Services grant staff, principal investigators, and administration to initiate and refine grant management and reporting procedures.
  • Work with Financial Aid and Student Accounts Receivable on student stipends, forgivable loans, and collections/repayment monitoring.
  • Represent Financial & Support Services in work groups and initiatives related to post-award sponsored program activities.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Bachelor's degree from an accredited University in business administration, accounting, or finance, OR combination of education and experience which provides the required knowledge and abilities. (Additional years of applicable experience may be substituted for the education on a year for year basis.)
    Experience: Full-time equivalent of a minimum of five years of high-level analytical experience, including at least two years' experience with grant and contract post-award and accounting/fiscal management, with a proven record of performance. Sponsored project management experience mandatory, project experience in higher education strongly preferred.

  • Successful experience supervising and leading accounting operations.
  • Experience leading or taking a significant role in producing financial statements and supporting documents for a governmental entity.
  • Experience working successfully through audits and resolving audit findings.
  • Knowledge of generally accepted accounting principles related to the day-to-day accounting activities and preparation of financial statements for a governmental entity as well as not-for-profit entities.
  • Demonstrated ability to accurately interpret and apply Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), Generally Accepted Accounting Principles (GAAP), Federal, State, California State University (CSU), and campus standards, pronouncements, principles and policies.
  • Experience utilizing PeopleSoft administrative systems (finance, human capital management - HR and Student) or a similar accounting and reporting systems.
  • Experience with Microsoft Office products, including experience with complex spreadsheets, databases, query tools, email, laser printer, copier, and calculator are required.
  • Demonstrated experience using these or similar systems, and ability to quickly learn to effectively use the University's systems.
  • Ability to work independently, be self motivated, highly productive and a problem solver.
  • Ability to change priorities when needed and meet changing and overlapping deadlines.
  • Strong leadership, communication (written and oral), and analytical, skills.

  • Thorough knowledge of regulatory environment including OMB Uniform Guidance, Edgar, and ICSUAM.
  • Ability to keep abreast of and apply extensive expertise to complex campus and CSU system regulations, federal and state laws, regulations, and policies pertaining to sponsored research, grants and contracts.
  • Ability to ensure regulatory compliance while sensitive to the values of an academic environment.

  • Working knowledge of operational and fiscal analysis and techniques.
  • Experience in developing and implementing systems for budgetary oversight in compliance with grant regulations.
  • Expertise in sponsored project management, operations and systems analysis, statistical/computational and research methods, data retrieval.

  • Expertise with CMS Sponsor Program module and database, CMS data warehouse, training, system upgrades and testing.
