Position Summary
Full-time position available on or after October 2, 2023 for Financial Services.

Under general supervision, the Senior Budget Analyst provides support and guidance to all levels of campus personnel relative to budgetary issues. The incumbent is responsible for providing training to campus personnel on effective budgeting, data collection and analysis, and related topics. The incumbent is also responsible for year-round budget monitoring and review, processing of budget transfer journals and payroll transfers,with peak periods during the year especially during the summer months, efficient maintenance of budget files and correspondence electronically for reference in recurring situations and discussions as well as the position control portion of Labor Cost Distribution (LCD), updating and assigning positions as required, and processing of the monthly LCD files.

Job Duties
Duties include but are not limited to:
  • Prepares budget transfer journal entries and payroll transfers as required. Supports the preparation and allocation of the comprehensive annual operating budget programs, assisting in ensuring the financial integrity of the campus is maintained.
  • Provides service and support to the campus community by assisting in the management of assigned funding resources and in the development of new or expanding programs. Provides training, guidance, and support to assigned divisions, which includes understanding and using financial statement and report query tools. Provides consultative guidance to campus in administering budgetary and financial policies and practices, ensuring compliance with CSU system and campus budgeting policies.
  • Analyzes budgetary data and financial information; prepares reports to illustrate findings. Forecasts revenues. Assist in reviewing and analyzing student fees, self-support funds and trust funds.
  • Administers the budgetary portion of campus-wide Labor Cost Distribution (LCD) program for positions within the context of financial and budgetary policies, practices and expert knowledge of data flow. Reviews and assigns position numbers in PeopleSoft Human Resources, to ensure posting of payroll in the approved and appropriate chart fields. Routinely performs problem-solving and advising to ensure correct posting in PeopleSoft Finance, working with Payroll, Human Resources, IT, Division Management & Analysts, and campus departments. Assists in identifying and documenting unanticipated LCD problems, and recommends changes in practice within the context of position funding, coding, and outcomes. Processes the monthly LCD posting to the general ledger. Assists with reconciling LCD positions with budget submissions to support campus position control.
  • Participates in the implementation and maintenance of PeopleSoft HR and Finance software systems, and Questica budget software programs. Enhances organization productivity and effectiveness by suggesting budgeting process improvements. Develops and delivers software training and process guides.
  • Participates in preparation of the annual campus budget allocations and submission to the CSU Chancellor's Office in the required coded format of the CSU Financial Information Resource Management System (FIRMS). Prepares and analyzes consolidated reports during campus budget and periodic formal review processes. Prepare budget reports for campus-wide distribution.
  • Attend the University Budget Advisory Committee meetings, and other budget-related meetings as assigned.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

    Experience: Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.

    Preferred Qualifications
  • Degree from a four-year college or university in Public or Business Administration preferred.
  • Expertise in Excel and with data query tools.
  • Demonstrated experience in information retrieval and data presentation and reporting.
  • Experience with PeopleSoft Financials and Human Resources OR similar large, complex software application. Implementation experience a plus.
  • CSU or higher education budgetary or financial experience. Campus-wide or company-wide budgetary program analysis, planning or administration a plus.
  • General knowledge of the purpose, functions, and fiscal organization of the CSU campuses; principles of position control and budgetary alignment.
  • Ability to perform analyses and present information in clear, concise reports.
  • Assume responsibility and initiative to prioritize emerging issues and handle concurrent multiple tasking.
  • Work with representatives to handle potentially sensitive situations and confidential information.
  • Effectively present ideas and concepts in written or presentation format.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the work group.

    Knowledge, Skills, Abilities
  • Thorough knowledge of financial, budgetary and accounting principles and practices.
  • General knowledge of the purpose, functions, and fiscal organization of the CSU campuses; principles of position control and budgetary alignment.
  • Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management and cash-flow management.
  • Working knowledge of research techniques and statistical principles and procedures.
  • Advanced proficiency with current word processing and spreadsheet software program, web browsers, query tools, integrated financial systems and/or other types of records management systems.
  • Knowledge of or ability to learn quickly the financial structure and financial procedures of the CSU.
  • Ability to analyze and review the budgets and financial practices of the campus, communicate clearly and present complex budget information in a clear, concise and professional manner, analyze situations accurately, and develop an effective course of action.

    Salary Range
    Anticipated salary will be $4,934 - $6,670 per month plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist. (Full Senior Budget Analyst range: $4,934 - $9,522 per month)
