  • Position Summary:
    The UAA Budget Office is seeking a Strategic Budget Officer to serve on our team who work with major business units to track financial performance and provide financial information, forecasting and analysis to help guide decision making and strategic planning. The Strategic Budget Officer works closely with academic and administrative leaders and Budget Director to create a real and active partnership with both operations and management by providing active support and analysis and trusted advising that business units rely on to make decisions.

    Duties:
    30Budget Office Reporting to the Director of Budget, responsible for performing analytical work involving the collection and evaluation of financial data, budgetary control records and other information concerning expenditures and revenues to determine budget requirements and budget development Direct the management reporting function of the colleges and units. Work with major budget units in the college/unit on status of annual budget. Develop, lead and implement annual budget process; provide in-depth analysis of college and units budget needs and recommend final budget reallocation decisions based on UAA mission and strategic goals. Direct financial planning for large, diverse and complex colleges/units. Direct technical preparation and submission of operating budget requests. Create and update the excel soft ledger spreadsheet budget model template. Provide and generate financial reports to the Budget Office. Report tuition revenue status for all semesters and assess impact to budget plans. Respond to all requests for analytical fiscal studies and analyses solicited by UAA and Statewide administration. Develop and prepare comprehensive and informative analysis of budgetary information for all levels of college management. Requests would be appropriately formatted for presentation, and verification of data sources. Responsible for creating budget reports for various levels of the organization to assist management in reviewing budgetary funds and availability. Develop technical procedures for the distribution of the operating budget, while ensuring that university, state regulations, and policies and procedures are met. Continually maintain operating budgets to ensure authority is adjusted when appropriate, potential over-expenditures are avoided, and that appropriate personnel are informed of the status of the operating budgets. Review, evaluate and approve all operating budget revisions. Work with various areas of the organization, including HR, Finance, Shared Services and other functional areas to ensure budget data is accurate and complete. Work collaboratively with colleagues and support the budget team as needed.Essential 70Academic Units Works collaboratively with university leadership to analyze resources and establish budgets to facilitate the strategic initiatives for the Deans and Directors overall long-and short-range financial planning of multiple colleges and units at University of Alaska Anchorage (UAA). Responsible for the colleges financial reporting and developing budget scenarios, financial projections, and trend analyses to inform and advise the Deans. Analyze and provide status reports on multiple funding sources, to include General Funds, Mental Health Trust, Recharge, Technical Vocational Education Program (TVEP), course fees, foundation, and tuition. Recommend budget strategies for obtaining new funding sources. Project future budgetary impacts under differing scenarios to assist management in decision-making. Manage, advise, planning of colleges/units restricted and unrestricted budgets that have system wide implications. Oversee financial management with each college/unit and provide regular variance reports of revenue and/or expenses to executive management. Analyze and report areas of financial risk, including both compliance and operational risk and recommend solutions. Continually look at ways to improve process effectiveness and efficiency while maintaining anticipated results. Assemble and analyze historical financial data, identify trends, provide forecasts, explain processes and techniques, and provide recommendations. Report tuition revenue and course fee status for all semesters and assess impact to budget plans. Analyze historical financial revenue, identifying trends, providing forecasts, explaining processes and techniques. Recommend alternatives to ensure financial solvency. Meet with Deans and Directors on financial status of their respective units. Develop, lead and implement annual budget process; provide in-depth analysis of college and units budget needs and recommend final budget reallocation decisions based on UAA mission and strategic goals. Provide and generate monthly financial reports to the Deans and Directors. Involves comprehensive instructions, incorporates college's/unit's financial plans and goals, while complying with state and university directives. Includes a schedule for the orderly process of collecting, preparing, evaluating, reviewing, and making appropriate recommendations of final documents. Advise management and college leadership on extramural funding strategic priorities and fiscal implications of strategic development plans (major capital campaigns, endowments, restricted gifts). Oversee fiscal responsibility of grant and contract awards as they impact unrestricted general funds. Analyze and report areas of financial risk as grants and contract awards are executed, including both compliance and operational risk. Work with and provide direction to Shared Services Human Resource, Business Services and Research Administration.

    Knowledge, Skills, Abilities:
    Mastery of accounting theory and generally accepted accounting principles (GAAP). Demonstrated exceptional ability to perform one or more highly specialized or complex functions in support of diverse department financial management and strategic planning skills.

    Broad-based computer proficiency with emphasis on complex spreadsheet, database development and report generation for tracking budget. BANNER FINANCE, BANNER HR, BANNER STUDENT, and PageUp or ability to achieve proficiency in 6 months.

    Typical Experience:
    Bachelor's degree in relevant field and five years progressively responsible experience, or an equivalent combination of training and experience.

    Salary Information:

    This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 82, based on education and experience.
